Rules & PermittingThe Comfort Lake - Forest Lake Watershed District (CLFLWD) has finished writing its draft rules and standards. These rules are meant to help uphold the integrity of the CLFLWD Watershed Management Plan, and to provide greater protection of surface water by setting performance standards for land disturbance activities and stormwater runoff. The proposed rules were originally presented in two versions, one meant to implement District rules and standards through a review comment program and one meant to implement District rules and standard through a permit program. Following five TAC/CAC rules meetings and as recommended by the TAC/CAC, the District has decided to implement its rules through a permit program. The District's proposed Rules (September 4, 2008) provide for the District to implement its rules and standards through a permit program described in the rules themselves. To ensure that the rules reflect the goals of its citizens and member communities, and to seek help in determining how the District should implement its rules without duplicating permit requirements of local units of government, the CLFLWD will be coordinating a rule review process with its Technical Advisory Committee (TAC) and Citizen Advisory Committee (CAC). Following each TAC/CAC meeting recomendations and comments on the draft rules will be brought back to the Board of Managers and taken into consideration prior to the rules being presented at public hearing and adopted. We expect that the process for updating the rules, developing new permits and holding pubic hearings for approval of the new rules will be completed by mid- to late-2008.
